Jones, LFACHE, and the board and staff of the Academy/DPHA at the DuPont Country Club as we honor Lolita Lopez and Westside Healthcare, hear from HRSA Workforce leader Dr. Michelle Washko, and welcome a new slate of officers and directors!


Lewis B. Flinn President’s Award Recipient – Lolita Lopez, FACHE

Lolita Lopez, FACHE, who has led the Westside Family Healthcare from its days as a two-exam room facility to a statewide system that treats thousands of low-income Delawareans, will retire July 1.

Lopez has served as Westside’s CEO since 1990, at a time when the nonprofit operated out of a small office in the Adams Four Shopping Center on the West Side of Wilmington. Throughout her tenure, the organization has received Joint Commission Accreditation, hired enrollment specialists to help clients navigate insurance through the Affordable Care Act, and has grown to serve all three counties.

Lopez is a Fellow of the American College of Healthcare Executives.


Executive Director’s Public Health Recognition: Westside Family Healthcare

Westside Family Healthcare (Westside) has worked diligently to improve access to care for vulnerable populations, steadily expanding the services provided, the clinicians trained, and the communities served. Established in 1988, Westside is a 501(c)3 nonprofit designated to provide equal access to health services for underserved communities in Delaware. Westside is a Federally Qualified Health Center (since 1994) and accredited by The Joint Commission (since 2000). Westside receives Section 330(e) and Section 330(g) US Public Health Service funds.

This year, Westside celebrates its 35th year of serving families in need. It stands as a shining example of how a non-profit organization can directly address the healthcare and public health needs of Delawareans.


Keynote Speaker – Michelle Washko, PhD. Director, National Center for Health Workforce Analysis, HRSA

Dr. Washko is an expert gerontologist, researcher, and leader and has served as the director of the National Center for Health Workforce Analysis since May 2018. Previous to that, she was a policy advisor in the Administration for Community Living, and before that a workforce analyst with the U.S. Department of Labor.

Dr. Washko earned her PhD from UMass-Boston, an MS in Gerontology from UMass-Boston, an MS in Individual and Family Studies from the University of Delaware, and has attended the Harvard Business School Executive Education, Women’s Leadership Program.
